CARB Clean Truck Check Program

The California Clean Truck Check program combines periodic vehicle testing with other techniques to monitor vehicle emissions. Also referred to as the Heavy Duty Maintenance and Inspection (HD M/I) Regulation, a Credentialed Clean Truck Test carries out the Clean Truck Check to ensure that a diesel rig’s emission system functions properly.

The California Air Resources Board (CARB) began phasing in the Clean Truck Check requirements in early 2023. Starting in January 2025, all heavy duty trucks operating in California must pass an emissions test carried out at a Credentialed Testing Site twice per year. Note that effective October 1, 2027, quarterly testing will be required.

Vehicles That Must Be Tested

Vehicles matching the following criteria must now complete the Clean Truck Check:

  1. Vehicles with a Manufacturer’s Gross Vehicle Weight Rating (GVWR) over 14,000 pounds
  2. Non-gasoline (i.e. Diesel) Engines (excluding zero-emission vehicles)
  3. Vehicles operating on public roads and highways in California, including IRP

Requirements:

  1. Register all applicable vehicles with CARB at CleanTruckCheck.ARB.CA.gov
  2. Pay compliance fees before the due date (payment can also be made at CleanTruckCheck.ARB.CA.gov)
  3. Submit a passing emissions compliance test for each vehicle

Motorhomes registered in California with diesel engines (diesel pushers) are required to complete the Clean Truck Check once per year. Motorhomes registered outside of California and used only for recreational purposes are not required to complete an emissions test to travel in California.

Emissions compliance testing must be performed by a CARB Credentialed Tester. Vehicle owners may submit passing tests anytime within 90 days prior to the vehicle’s compliance deadline. This allows time for any necessary repairs should the vehicle fail the emissions test. Non-compliance may result in the California DMV blocking registration and monetary fines.
